If you blocked someone on Skype, Teams, Telegram, or Discord and you want to unblock him/her, here is what you have to do:

Select > Contacts
Select > blocked contacts
Find the user you want to unblock

Select Settings (Next to your profile picture)
Select People > Managed blocked users
Find the person you’d like to unblock, and then select Unblock.

Select > Block users
Find the user you want to unblock
